Job Summary: This position serves at the pleasure of the Chief of Police. The Deputy Chief of Police manages and leads the operations of the City of Meridian Police Department Patrol, Investigations and Community Services. This position is responsible for planning, research, managing personnel and physical resources.
Essential Duties & Responsibilities: Manages, coordinates and assigns activities and work to division managers and specialists. Responsible for the implementation of directives, programs, and projects received from the Chief of Police. Reviews and evaluates the work of subordinates and manages personnel resources to include making offers of employment conditional and final on behalf of the Chief of Police. Prepares and administers the department budget in conjunction with the department’s strategic plan. Conducts research and submits recommendations and studies supporting current department law enforcement activities and potential innovations and/or those under consideration for implementation. Manages physical resources including department inventory, equipment and supplies. Facilitates needs assessments for new equipment and upgrades. Writes, administers or coordinates activities related to grants. Performs public relation functions by attending meetings, serving on committees as representative of the City and the Police Department. Investigates complaints and/or grievances involving subordinate members of this department and responds back on findings. Responsible for providing leadership and direction as an adjutant and representative of the Chief of Police in regards to meeting the mission of the City of Meridian and the Police Department. Responsible for other duties as may be assigned.
Job Specifications: Bachelor’s Degree in Criminal Justice or a related field from an accredited University, plus a minimum of (10) ten years law enforcement experience, with five (5) years supervisory experience, five (5) years law enforcement administration experience in a law enforcement agency of comparable size or larger are necessary. Requires previous experience in another department comparable to Meridian in a command level position. Must possess an Idaho P.O.S.T. Advanced certification or equivalent combination of experience, education and/or training which provides the knowledge, skills and abilities necessary to perform the job. Must have completed, or be eligible to attend, a nationally recognized law enforcement leadership school such as the FBI National Academy or the Northwestern School of Police Staff and Command and be eligible for or currently hold an Idaho P.O.S.T. Advanced certification. Must have demonstrated knowledge of laws, codes, statutes, ordinances, standard police procedures including rules and regulations affecting department operations. Must have demonstrated experience in preparing and administering a budget. Must have a demonstrated ability to research and write policies for law enforcement. Must work with the Chief of Police in determining long range plans and strategies for the department. Will work at the Chief of Police’s direction in conducting the recruiting efforts for the Department. Requires the use of sound judgment and logic in problem solving. Requires empathy and an understanding of diversity in terms of dealing with personnel, members of the community, and other agencies. Will maintain and have demonstrated the highest standard of police ethics. Requires a valid Idaho Driver’s License and no criminal record. Be eligible for an Idaho P.O.S.T. Management Certificate within one year of appointment. Possess through, comprehensive, planning and organization necessary to complete the tasks as directed; integrity, in the performance of assigned tasks. Must have comprehensive knowledge of the working print, aural, and visual media; understanding of the various communication tools and ability to coordinate their uses; principles and techniques of making effective oral presentations. Requires the ability to: use initiative and independent judgment within general policy guidelines; work in a team environment as a team player; show respect to fellow employees and customers. Must display an attitude of cooperation and the ability to work well with others.
