Job Summary:  This position serves as the Department’s Deputy Director and City Engineer who is accountable to, and serves at the pleasure of, the Public Works Director.  Additionally, this position requires professional and administrative work in the direction of all City engineering activities, providing management of all engineering work concerned with city water distribution and sewage collection systems; wastewater treatment and drainage.  This is a one-position class and requires an Idaho Professional Engineering license.  The employee participates in the formulation of City policy in engineering tasks.  See the salary hiring range below.  Note:  This upper level management position has a growth potential of 96K+.

 

Essential Duties & Responsibilities:  Assists Public Works Director in direction and supervision of all Engineering, Water, Wastewater and Building Department operations.  Assists Public Works Director in the development, implementation, and administration of Departmental performance objectives, policies, processes, capital projects, and priorities; identifies resource needs and makes recommendations for improvement. Assists Public Works Director in identifying and implementing opportunities for improving service delivery methods and procedures.  Directs and supervises all operations of the Engineering and Development Services Divisions.  Provides staff assistance to the Public Works Director; prepares and presents staff reports, presentations, and other correspondence; prepares periodic reports for functional areas of responsibility. Develops and implements a program to assure and protect City Water rights for future needs; Assigns work or areas of work to principal subordinates.  Reviews the accomplishments of individuals and assigned departments; identify and make recommendations for areas of improvement.  Directs sanitary sewer, water and treatment plant project programming throughout the city.  Signs and stamps as a Registered Professional Engineer construction drawings and specifications prepared by the Engineering Division. Signs, as a Registered Professional Engineer, the approval of all final subdivision plats approved by the City Council.  Supervises principal subordinate personnel.  Reviews and approves plans and specifications for materials and equipment.  Advises the Pubic Works Director of departmental budget, personnel, and public works infrastructure and plant requirements.  Renders final decisions on matters of highly technical nature. Recommends selection of engineering consultants as needed, negotiates contracts with them and supervises their work.  Acts as the Public Works Director in Director’s absence.  Performs related work as requested by the Public Works Director.  Recommends hiring and termination of Engineering Department personnel.   Provides extensive contact with the public including attendance of evening meetings and the need to be available “on-call” for emergencies.  Assists the Public Works Director as required to accomplish the goals of the Public Works Department.  Performs other duties as assigned.

 

Job Specifications:  Bachelors of Science degree in civil engineering, plus seven (7) years experience as a Senior Municipal Engineer or Consulting (civil) Engineer; or any equivalent combination of education, training and experience.  Provides leadership, strategic management, performance coaching, and communication skills.  Must display an attitude of cooperation and the ability to work well with others.  Extensive knowledge of Meridian City Ordinances.  Good knowledge of State of Idaho and EPA water quality and environmental regulations. Thorough knowledge of water and sewer line construction including City of Meridian standards, specifications, and drawings.  Extensive knowledge of budgeting practices.  Good technical writing skills.  Working Knowledge of:  Extensive knowledge of civil engineering, public works and water and sewer line design and construction.  Thorough knowledge of recent developments and sources of information in the field of public works engineering.  Basic Knowledge of Human Resource Policies.  Ability To:  Communicate clearly and concisely, especially in explaining complex engineering matters to lay audiences.  Plan, coordinate and direct the work of consultants, engineers, contractors, inspectors, clerical staff and other personnel; effectively delegate, direct and review the work of subordinate staff; promote, establish and maintain harmonious relationships with subordinates, other governmental agencies and the general public. Computer Skills: Microsoft Office Suite (Word, Excel, Outlook, PowerPoint.) Licensing:  Must be a Licensed and Registered Professional Civil (or closely related) Engineer (Idaho) or obtain license within 6 months of hire.  Must hold a valid State of Idaho driver’s license.
