Community Development Block Grant Program

The City of Meridian is a designated entitlement community by the U.S. Department of Housing and Urban Developement (HUD). This designation allows the City to receive funds from HUD's Community Development Block Grant (CDBG) Program. The purpose of the Program is to develop viable urban communities by providing decent housing and a suitable living environment, and expand economic opportunities, especially for low-and -moderate income individuals and families.

What is the long-term plan for using CDBG funds to benefit our community?

The City of Meridian adopted the 2012-2016 Consolidated Plan in August 2012. This plan sets the spending priorities for the City of Meridian's Community Development Block Grant funds for the next five years, and it is based on an analysis of current conditions and input from the citizens of Meridian. These documents can be accessed via the links below. If you have any questions about the Community Development Block Grant program, please contact Sean Kelly, the CDBG Administrator at skelly@meridiancity.org

What is the City doing this year with the CDBG funds?

The City of Meridian has adopted the annual Action Plan for the upcoming CDBG Program Year 2013 (October 1, 2013-September 30, 2014). The PY2013 Action Plan identifies how the City will utilize its annual entitlement funding for the benefit of the low to moderate income individuals and households within the City. Below is a table outlining the allocation of PY2013 CDBG funds.

How were CDBG funds expended last year to benefit our community?

Each year, the City prepares a detailed report (Consolidated Annual Performance and Evaluation Report or CAPER) of how CDBG funds were expended during the previous program year. The report compares how the expenditures relate to the goals established in the Consolidated Plan. If you would like to see how these funds were used during Program Year 2012 (October 1, 2012--September 30, 2013), you can access the report here. The final report was adopted by the Meridian City Council on December 17, 2013.
